Andorra’s anti-gender dynamic remains structural rather than movement-driven. The absence of organised anti-gender civil society is linked to the constitutional embeddedness of the Diocese of Urgell, whose bishop serves as co-prince and exercises an effective institutional veto over any reform. Throughout the 2000s and 2010s, this structural blocking was reinforced by a Demòcrates per Andorra government that internalised the Church’s constraints as its own position, consistently deflecting rights debates into sovereignty arguments. A feminist civil society emerged and was progressively intimidated, culminating in the four-year prosecution of Vanessa Mendoza Cortés between 2019 and 2024. While the rights of LGBTIQ+ people have progressed over this period, abortion reform has remained structurally frozen. Since 2024 a new and distinct vector has emerged: the diffusion of anti-gender discourse from Spain through public events and online media, intensifying a hostility towards the rights of LGBTIQ+ people and reproductive rights that had previously lacked organised expression in Andorra.
