The anti-gender movement in Estonia has evolved through three distinct phases. In the 2000s, opposition to the rights of LGBTIQ+ people was diffuse and primarily church-led, with no organised civil society infrastructure. The movement consolidated from 2011 onwards, when the Foundation for the Protection of Family and Tradition (Sihtasutus Perekonna ja Traditsiooni Kaitseks, SAPTK) was founded in direct response to the prospect of same-sex partnership recognition, giving anti-gender actors a professionalised base, a dedicated media platform in Objektiiv, and a close operational relationship with the Conservative People’s Party of Estonia (EKRE). This coalition dominated the 2014–2021 period, blocking implementation of the Registered Partnership Act for nearly a decade. The passage of marriage equality in 2023 represented a significant defeat, but rather than retreating, anti-gender actors escalated. The movement has consistently failed to reverse progressive legal gains but remains well-resourced, politically embedded and increasingly coordinated internationally.
