The Hate Review

Impact measures how far the anti-gender movement has reshaped a country’s laws, policies and institutions. It is built from three of the seven dimensions monitored — laws and constitutional changes, executive and administrative measures, and strategic litigation — each rated by expert judgement for every five-year period and combined into a single impact score on a scale from 0 to 4 (see Annex 1 of The Hate Review – Methodology for the scoring method). Each score is translated into a colour, with one colour for each half-point range of the scale, giving the eight bands shown on the maps and in the table.

The five maps below show the evolution of impact across Europe from 2001 to 2025, one per period, with each country coloured according to its score.
