What distinguishes Azerbaijan from most other European contexts is that anti-gender dynamics are driven by state power rather than organised civil society mobilisation. Since independence, the Aliyev government has maintained structural containment of LGBTIQ+ visibility through policing, administrative control and media regulation. The decriminalisation of same-sex relations in 2000 established a baseline of formal tolerance that has never translated into legal protection. The 2013–2014 NGO legislation dismantled independent civil society, including organisations working on LGBTIQ+ issues. The 2017 mass police raids — involving torture, extortion and arbitrary detention of over 80 people — marked a visible escalation, followed by recurring operations, digital surveillance, state media smear campaigns and the forced exile of activists. The December 2025 Labyrinth nightclub raid demonstrates that this trajectory has not moderated. Throughout this period, ruling party MPs have consistently called for Russian-style propaganda legislation, a proposal that has grown more credible with each regional precedent.
