Anti-gender mobilisation in Lithuania has evolved from church-led moral obstruction in the late 2000s into a coordinated movement now embedded in government. The 2009 “anti-LGBT propaganda” law established a pattern of using parliament to institutionalise social conservatism. Through the 2010s, the Catholic Church and conservative parties successfully blocked Istanbul Convention ratification by framing it as a threat to constitutional family values. Mobilisation intensified sharply from 2021 with the founding of the Lithuanian Family Movement, whose annual marches drew thousands and attracted presidential endorsement. Each progressive judicial development — the 2024 ruling striking down the propaganda law, the 2025 ruling on partnerships — has generated a sharper legislative response rather than accommodation. A decisive shift came with the 2024 elections, which brought social conservative forces into executive positions, marking a transition from reactive obstruction to proactive anti-gender governance.
