The anti-gender movement in Ukraine has evolved across three overlapping phases. From the early 2000s to 2014, the group that became Vsi Razom, pro-Russian political actors and far-right formations drove “anti-LGBT propaganda” bills and street counter-protests, with significant overlap with Russian influence operations. After the Euromaidan revolution, the movement’s centre of gravity shifted to the All-Ukrainian Council of Churches, which reframed opposition around “gender ideology” — a more institutional register that proved effective in blocking Istanbul Convention ratification for over a decade. Since 2022, the full-scale invasion has simultaneously accelerated progressive momentum, including that ratification, and generated new anti-gender frames exploiting wartime anxieties. The movement remains concentrated around two poles — the Council of Churches’ institutional lobbying and Vsi Razom’s operational activism — but no political party has adopted anti-gender politics as a core platform.
